I'm certainly not an expert on this subject but I believe the Apple Airport Express can only extend your network when you have an Apple Base Station. I don't think it can be done with the Arris. I too have an Arris modem but it's one of those special ones desgned to be used with FIOS.

Is the Arris part of a cable modem or other ISP hardware setup?

If you have a lot of square footage, and need "more coverage", perhaps you ought to take some time and investigate the various "mesh systems" out there...

I use my Airport Express to extend my WiFi from a ASUS router and it works just fine. So it doesn’t have to be off an Apple Base Station. Don’t know why it wouldn’t work off an Arris, I used to use one of those as well before I got the ASUS but it was an older Arris model.
