I plan to upgrade and purchase a refurb IMac, I would like to connect a Mini PC to it and use Target Mode.

Most of these Mini PC have HDMI and DisplayPort++, can I connect one of these Mini PC and use the Target Mode?

The IMac has Two Thunderbolt 3 (USB-C) ports with support for:

DisplayPort

Thunderbolt (up to 40 Gbps)

USB 3.1 Gen 2 (up to 10 Gbps)

Thunderbolt 2, HDMI, DVI, and VGA supported using adapters (sold separately)

That iMac doesn't support Target Display Mode with any cable or adapter, and same goes for all other iMac models released after Mid 2014. The best you'd be able to do is networked screen sharing, which does introduce more latency compared to Target Display Mode on the earlier iMacs.
