Hello! I'd like to start using my recent gaming pc build to store a lot of my larger files, so I can keep them off my 128GB MBA. However, I have no idea how to go about doing this. I know how to turn on file sharing in OS X, but how do you do it with Windows 10?

So I could be totally wrong here, but...

I don't think OS X can handle a Windows HomeGroup. But you *should* be able to right-click a folder on your PC, select Properties, and then enable sharing on the Sharing tab.

On the Mac look for your PC under Shared in the Finder sidebar. Or use the Go menu, choose Connect to Server, and enter smb://(your PC's IP address).

And would you only be able to do this when at home or would you be able to do this anywhere once you know the IP address?

If you have the external IP address and forward the appropriate ports in your router, you could potentially access it from anywhere. But typically you'll use the internal IP address to connect which, as the name implies, would only be available within your home network.
