In general, I would prefer to see new members encouraged to ask their questions (irrespective of how many times such questions have already been asked), start new threads (they may not know that a particular topic, or issue, has already been discussed to death, and may have joined the forum specifically to receive an answer to this particular query), and be welcomed when doing do, rather than derided, denigrated, or criticised.

However, there is one issue I would flag, and that is the ability of new members to send PMs/DMs.

Under the old, or previous, system, the platform had a tweak which prevented new members from sending anyone DMs until they had posted five messages, which is a sufficiently small number for it not to serve as a major impediment, but does - or did - serve as a deterrent to the matter of receiving unwanted & unsought DMs from brand new members.

Is it possible to have - or put in place - a similar restriction under the current system?

There actually is a restriction currently in place, but it's a very low bar so we're discussing the pros and cons of raising it. Stay tuned.
