I got this ipad for free and it's been doing the same thing since i got it. I have no idea what's going on or what i need to do to reset or fix this.

Could be a lot of things. Water damage is possible. If you have an Apple store nearby, they can diagnose and tell you what is wrong!

I am thinking you will be getting bad news but you did say it was free.
