iPhone Contacts refresh icon

If you go on contacts list on the left of All Contacts title there is a refresh icon for manual sync. Why some iPhones have that icon and some others not ? For example my 5s has it.... My brothers 4s not and so my friends iPhone 5.

Mine had it on, until I disabled the contacts switch in the Mail settings.

So, for me, it was, Settings > Mail, Contacts and Calenders > Outlook > Turn Contacts off.

Not sure, could be whether you have pushed contacts or not?

I have iCloud Push for Contacts, but can still pull down and release for a manual refresh
