I added some contacts on my iPhone (5s). The contacts sync with iCloud and this is verifiable by the fact that they then appear on my iPad (3). However, when I access them at https://www.icloud.com/#contacts they don't appear.
It's as if they're going through the Cloud but not staying there!
I can edit a contact on one device and the changes are almost instantly replicated to the other device but icloud.com seems oblivious.
