I'm new to macs. Can someone please tell me if you can control + scroll so that it zooms in ONLY in safari (or the current window)? Right now the default is for it to zoom in the ENTIRE screen. Is this a setting in preferences somewhere?

Thanks in advance.

As far as I know there is no way to do this. In Safari however, you are able to zoom in and out by using the shortcut command-plus or command-minus (or if you are on a Mac laptop with a multitouch trackpad, you can pinch and zoom).
