I have a Dell screen connected to my mac mini, i'm very happy with it but the only feature lacking is to control its brightness/luminosity from my mac

is there a software that can do that ?

Nothing I've seen. DDM (Dell Display Manager) is a Windows app. I suppose it would probably work from Boot Camp, no idea if it would work from Fusion or Parallels though.

I found an app called 'Shades' it lets you control the brightness level of the monitor. The only downside is I haven't figured out how to use it with F1 and F2.

Shades is a good app, but does not actually control the brightness of the display (the display backlight). It puts a dark overlay on the screen, which makes the picture appear darker.

For most purposes Shades is a good app, but it won't do if the OP wants to have control over the display backlight. AFAIK, there is nothing out there that would do that in OS X.
