I have this rare DVD that is no longer in production anymore but it is encoded in region 2: europe. Is there a way to strip off this region and put region 1 on it?
 
You could set DVD player to change region, as such the DVD will get read. Then download a DVD ripping app such as Handbrake, to rip your movie to .avi or whatever.

NOTICE: all Mac allow for 4 changes of preferences in the region code, therefore change back to the old preference and don't change back again unless you really need to do it again.

probably still kind of illegal but..for PC you can use DVDShrink (free) to reburn it region free, for mac I use FastDVD but it is not free, there are free alternatives for mac but i don't think they are as user friendly
 
When dvd player changes the region will it recognize that on a typical dvd player or is it just for the mac?
 
Use MacTheRipper to remove all region coding from the DVD when you rip it to the HDD, if it is over 4.4 GB use Toast 7, or DVD2OneX to shrink it to 4.4 GB then burn a back up.

javiercr recommended FastDVD I've never heard of it, but that would be something else to try.
