I need to convert a video file to play on my android tablet, is there any way to convert my files from m4v to mp4 for free?

Just rename the extension.

If the video file is not DRM protected, just rename the extension from m4v to mp4

Are discussions regarding stripping DRM allowed?

All that thread is talking about is conversion between files and the use of certain softwares such as Handbrake to do so. I don't see any mention or step-by-step guide on stripping DRM protection (and no, I don't think they are allowed on the forums).
