Convert .WAV to .MP3 and making audio loops

I am wondering if someone could PLEASE recommend a good FREE program that can convert my .wav file to a .mp3 file. I've downloaded 3 programs, and none have worked.

I also need to find a way to make an audio loop. However, Garageband won't take my .WAV file which means I still need to convert the file. Once its done converting it should take it though right?

Ok...Now how do I make audio loop in Garage Band? The tutorial I was following was obviously using an older version or something because it no longer makes sense...They have buttons that I don't have.

Nevermind its not working....iTunes/Garage Band won't open it after it converts...any other ideas?

It works fine for me. You might try taking the MP3 from All2MP3 and convert it again through Max
