Converting from low bit rate to higher bit rate using iTunes??

So i downloaded much of my music using torrents and a few of my cds are horrible quality (less than 128 kbps). What i wanted to do is use the iTunes conversion to convert them to a higher bit rate. My question is, will this actually increase the quality of the songs?? I would think that you could only downgrade quality, and would need to re-import the cd at the higher bit rate to get better quality music? Anybody have an answer??

resampling to a higher bit rate will only increase the file size - you can't recover information that's not in the original file
