The only solution is to get more RAM, really. RAM: 5-70 nanosecond access time HDD: 5,000,000-15,000,000 nanosecond (5-15 millisecond) access time.

Your OS already does this automatically. You don't need to reinvent the wheel. The problem is that hard drives are an order of magnitude slower than RAM, so using Virtual Memory slows the machine down.
