I suspect not. The Caldigit dock webpage doesn't say, the OWC one is (if you download the user manual) 3.1gen1 only... Here's a link, dated today of someone announcing the chipset for a Gen 2 hub - so actual consumer products may be a while!
Also, remember that a USB-C port used in USB mode is only equivalent to a single USB3.1 connection (be it gen 1 or gen 2) and a hub has to share that bandwidth between multiple devices. If you have a fast NvME SSD drive that actually benefits from the full gen 2 bandwidth, best if possible to connect it directly to the host, or to a Thunderbolt 3 hub (which adds a new USB-C controller connected to the host via Thunderbolt).
USB 3.2, which allows two USB 3 channels via a single USB-C port is coming real soon now (but you'll need a new computer...)
