Not to mention it's wildly impractical. Looks like it has a tiny steering-lock radius and very little ground clearance given the fairing near the wheels. It also apparently has no turn signals or mirrors and looks to be about as aerodynamic as a brick. This is all in addition to the fact that it's hideous.
 
Steering lock in the traditional sense would be immaterial in terms of the potential movement of the handlebar that's visible in the picture.

If you watch the animation, the front wheel retracts in and up - which means only one practically possible thing, that the front is (although it's not absolutely clear) hub centre steering. As long as the wheel is given enough clearance to turn a reasonable radius - and from the designs it has - the steering can even be electronically signalled and proportional to speed / requirements.
