Steering lock in the traditional sense would be immaterial in terms of the potential movement of the handlebar that's visible in the picture.
If you watch the animation, the front wheel retracts in and up - which means only one practically possible thing, that the front is (although it's not absolutely clear) hub centre steering. As long as the wheel is given enough clearance to turn a reasonable radius - and from the designs it has - the steering can even be electronically signalled and proportional to speed / requirements.
