Hi

The French education system uses USB-sticks for Windows and OS X, protected by USB-Cops. These titles are made in a certain volume. You can use this for PDFs and other data files, but I'm not sure about small volume distribution.
There are also systems that rely on a PDF plug-in, such as FileOpen. They cover in general more platforms, but the Adobe plug-in interface is a weak link.
