Are all of the backups for iOS devices saved inside of the main iTunes folder? If I copy that to another Mac will it have everything needed for my media, playlists, iOS device info, and backups?

As far as I know mobile device backups are kept here

/Users/yourusername/Library/Application Support/MobileSync/Backup

I'm not sure that I understand your questions. Are you concerned about:

1. Backups of your IOS devices, to be used to restore an IOS device from backup.

2. How to copy your iTunes library on your mac to another Mac

These are entirely separate things.

1. Backups of IOS devices is done via iTunes, either to iCloud or to a local drive. The backup is of your entire phone if you have encrypted the backup. You can't backup just Music. [You could remove everything from your phone I guess except for Music , but not really useful]. I know of no way to copy any Music than has been backed up from IOS to a Mac.

2. Copying an iTunes library with ripped content on a Mac to another Mac is a simple process. Just copy the Music folder, assuming that that folder has both your iTunes Media and your iTunes library (Artwork, .xml, etc.).

3. Copying is either Mac to Mac, iTunes to IOS, or restoring an IOS device (everything) from backup.

If different devices have different content, and you are using Apple Music it may be more complicated. The thing to remember is to have one "Master" library on your Mac of ripped content, and propagate to your IOS devices from there.

Might be best to use iTunes to delete them as the folders aren't named meaningfully by device IIRC
