Could I boot up Leopard on a Dell with a external Hard Drive?

I posted a question (https://forums.macrumors.com/threads/717892/) its me asking why the power cord isn't working and then my MacBook was at 10% and now its dead. I do back up my Hard Drive with an external by just droping a copy of the whole Macintosh HD on the drive. so could I boot up Mac os on my moms dell, I would try it myself but I don't want to mess up her computer. I know how I could do this I've done it before with an Ubuntu CD on her computer.

The dell would have to be a hackintosh machine. You can not just run OS X on a windows machine without a modded version of OS X
