The 15.1 release notes tell about the COVID vaccine card storage in the phone. WHERE?

I can't find it.

It is not working in every country , I've tried no way to scan or add it through health app.
Even in supported countries, you're still limited to records synced or imported from providers (healthcare facilities, commercial pharmacies, other vaccination clinics) or government registries that support the verifiable vaccination record standards implemented in iOS. For those that do support those standards, the support article linked by BugeyeSTI provides instructions on how to get the records into the Health and Wallet apps.

Has anyone used the record in either the health app or wallet for anything - I love they have this, but don't know if it's being used in the US anywhere?

For those in the EU where they have the green pass - does that get added to the wallet?

ffs just let people add their own QR codes in the health app/wallet app.

Apple doesn't have to be the verifier. The place which scans the code will verify the codes themselves.
There is a specific standard that was developed to be a verifiable record of vaccination (in other words, not a generic paper card that anyone can buy online), and these QR codes can only be generated using systems that adhere to this standard and can reasonably be trusted not to be generating fake records.

It's not a matter of Apple being some kind of gatekeeper in preventing people from adding their own QR codes — these records are used (or will be used) by businesses, airlines, and government agencies to validate vaccination status, so there is a requirement to ensure that they can only be added from trusted, standard-compliant sources.

It's supported here in Canada. I had to download a new compatible Qr Code on another phone from the government website. Then open the photo app scanned the code i just downloaded on the other phone and got a option to add it to health and wallet.

For at least a month, San Francisco has required proof of vaccination (coupled with photo ID) to enter any bar or restaurant.

Folks need to accept the fact that it’s NOT Apple that controls this. It’s the various governments and entities that are giving the vaccine. There is NO universal standard for reporting and record keeping.

For New York, you need to scan the Excelsior Plus pass (from the app), not the regular Excelsior pass that can already be added to the Wallet app. Scanning the regular pass will give you some html but I couldn't get that to work right.

In NYC, we are required to show proof of vaccination to eat indoors and go to events so I get plenty of use out of it.

Some venues in the north east also require proof of vaccination too.

Before CA issued a verified record, I stored a photo of my card in Notes, now I just keep a copy of the CA digital record in Notes. Easier than messing with Wallet. Here is partial view of my record.

I had to show proof of vaccination at a concert at Jones Beach, but oddly enough I didn't have to prove it at a Yankees game in September. Is the mandate for indoor venues only?

For those of us who live in the 90% of US states not issuing QR codes, we can’t use this feature at all. I even got my booster at a CVS which does participate, but they don’t show any QR code available. So what a big friggin’ meh this is…

I have the Healthvana QR code from California, both vaccinations in Health app, and nothing shows up for Wallet.

Ha, I was about to post the same thing. Wallet is way easier and faster than scrolling through Notes app or photos. That said, I maintain that the easiest is still by opening Health app hands-free via Siri, ie “hey Siri open Health app”...

If you exit the app with your QR code displayed (without force-quitting), it will be there when you open Health app again. Conversely, Wallet requires 4 taps to show the QR code, 2 on side button and then 2 on the screen.

Edit: I just found that you can open Wallet with Siri as well and do the same thing as with Health app. Since I only use my watch for Apple Pay, I can leave the QR code displayed.

I thought I read about a website that was generating your vaccine card into an Apple Pass. You had to submit your drivers license and a photo of your vaccine card (obviously).

Anyone remember what site that was?

I was vaccinated at CVS. I was able to get a QR code at care.cvs.com. I scanned the QR code with my phone and I've now got a vaccination card in Apple Wallet. The card does not show my booster shot, though, as that is not yet supported.
