Where could you buy legitimate W-3275 (i.e. not QS)? What's the going price?

Seems to be a shortage, but pcnation.com has a limited supply for $4,466.06 and zones.com has them (call for availability) for $5,089.99. Google may be able to find others.

Zones is a pretty common B2B supplier for PCs and parts. The company I work for uses them quite heavily for sourcing our equipment.

Not sure about the other one.
