Before my iCloud backup took up around 16GB of storage since I had 10GB of photos. Then I fiddled around with iCloud Photo but it didn't seem to upload any of my photos so I cancelled the upload after 20 minutes.

Now my iCloud backup uses 6GB of storage because it doesn't seem to want to backup my photos (since I guess it is associated with iCloud Photo?). Now I don't know where my photos are backed up. They don't seem to be in iCloud Photo because I cancelled the upload, and I can't seem to have it backup to iCloud even though I selected my photos to be included in the backup.
 
Might seem like a hassle but disable photo library and delete your iCloud backup. Then make a new backup. Should upload all pictures then.
