Seems like this has been happening at least 3 to 4 times a week since iOS 13 was released, often times it's when I'm not even in an app, I'll unlock the phone and then try to swipe around and it will happen at random. The black screen and spinning wheel never go away, I always have to force reboot with the up/down volume and wake button combo. Has anyone else been having this issue with their phone since iOS 13?

I have 2 older iPhones on iOS 13 and none of them have crashed ever. There's definitely weird issues with iOS 13, but I haven't experienced what you're describing

Try a hard reset first if that doesn’t work then I would try resetting the device Have it backed up naturally.

Open Settings / General / Reset.

You may be asked to enter the passcode. And then, tap Reset All Settings to restore to factory default.

**** This could be a sign of the bad battery too. ****

You're not alone. I get this, amongst other issues, on a daily basis when using the camera app to take a photo.

Don't hold out hope for a resolution as I still have the problem despite doing the following:
- hard resetting
- factory reset and starting the phone as new
- replacing the device
- 10-15 calls to Apple Support
- Code logs sent to the 'engineers' 3 times with no useful response
- updated to the latest ios
