How do I create a bootable Catalina USB installer on my Ventura Mac mini ? I have the PKG file downloaded but it won't create the Catalina installer app because it is not compatible with the Mac mini (m1).

Apparently, you can't make older bootable (for pre-M1 Macs) macOS installers on M-series Macs.
That would be one of the reasons I keep several older Macs around, just for that purpose.
