So I want to create an iCloud email to use at stores and places where I'm asked for my email. When I go to create one it asks for mine, I don't have one so I select create. It appears it's trying to create a new appleID in order to create the email. I don't want a new ID. Can I not just create an email off the AppleID I already have?

An iCloud email account IS an AppleID, so go ahead and create it and use the email.

If you already have an iCloud email account you can create an alias off that account that might suit your purposes here.

icloud+ which will be released later this year with iOS 15 will allow you to do what you want to do (create additional icloud emails off the same Apple ID).

EDIT: Rereading what you said, is your current Apple ID using a non-icloud email? If so, you should be able to create an icloud email in additional to having that external email on your Apple ID.

Yes, I setup my AppleID with a Gmail address. The same ID is tied to many devices. I do not want to deal with a new ID and then have to link it. All I want is an @icloud email address

I have the exact same setup. I use a gmail address as my apple ID and I was able to create an icloud email address attached to my Apple ID. I think you can just into your icloud settings and enable mail and it should prompt you to create a new icloud email address.

NOTE: if you want to keep your gmail address as your main Apple ID, don't switch to your icloud email address to be your main Apple ID. In doing so, you can never go back to using an external email for your Apple ID.
