Ah, yes, optical disks are a challenge now. Dual-layer DVDs are getting hard to find, at least for me.
(I hate to make dual-layer coasters. My blank DVD+R DL supply is declining)

I have a 64GB flash drive with 10 partitions, one for each Mac system installer from Leopard to High Sierra. And one last partition that will have the space for whatever comes after High Sierra. Each of those 10 partitions are different sizes, leaving less than 50MB of space for each installer partition. Every partition is individually fitted to the actual space that installer needs.
It's a hobby thing, just to see if I could do that :D
The worst one is Snow Leopard, as it doesn't take kindly to getting squeezed into a partition with less space free than what it was on DVD.
And, all are working boots, as I have used that drive in a variety of situations, and have actually used all the installers successfully.
 
IF you can get the Installer on a DL DVD you will most likely have to do it as a data file and copy it to your desktop in order to do the install, rather than being able to boot from the DL DVD. It's possible to do from the finder or Toast .. I set up the burning process both ways on a 2009 MBP running El Capitain, but not wasting one of my DL discs to find out what happens. If this works for you, you will need a separate disk for each OS. Maybe you should try to educate your policy makers to the fact that DVD Installers for Mac OSs do not exist past Lion, and if you want to archive the Installers, USB thumb drives are the way to go.
