Why you do not just download the Ventura installer, start it from the Programs Folder, select the external disk as Target and install ?

You do not have to use the Terminal for this.

When doing a fresh install, you can selectively import Data via Migration Assitent from the Internal or a TM Backup.

And as others have mentioned, you could also clone the HD to an external Drive with CCC or SuperDuper.

Why easy if you can make it a mess.
