Creating an eBook what's the best app to use?

I'd like to create an eBook for the Sony A6000. Something with a TOC and sub-sections so I could lay it out much like the menu system on the camera.
Interactive would be nice but not necessary.

Pages? iBook author? something else?

Only two common e-book formats for small devices, ePUB and MOBI. Pages does a good job of creating ePUBs with cover & metadata, and you can use a free converter like Calibre to convert from ePUB to MOBI.

However, if you want the animated, interactive menus like you find in cameras and TVs, you probably need an e-book "app". Google "book app template" to see how you can create e-book apps for Android and iOS.
