macOS creating documentation for custom framework?

Is there any way to add official documentation for your custom framework? I'm not planning on creating a framework, but maybe I or someone else could throw together a custom framework documentation app for everyone's use. You could just download the file and have fully featured access to it. Editing, creating, saving, loading, searching, etc..

Use Doxygen. I think Apple have a document somewhere describing how to add your own framework documentation to the Xcode documentation window.
