Creepy 10.5.5 Problem after update

After installing the 10.5.5 update, the following icons are absent from the "System Preferences"

I no longer have:

Speech
Security
Energy Saver

When I do a search in spotlight, none of these show up at all.

I reinstalled the combo update manually and it didn't fix anything. Basically I no longer have the ability to change those preferences.

Any ideas????

Try install Combo update but it is over 600MB to download.
