Hopefully I can explain this properly! I have a video of a person walking and I want to crop the area around him, so that he is the main focus. Can I get the cropped section to "follow" him around the shot and do away with most of the background?

Crop video around moving subject in iMovie?

Nope. Not with iMovie. You could at best crop the image as needed, but there are no useful keyframing/animation options for moving it around.
