Cropping Problem in CS4

    So I'm trying to crop a photo using the crop tool in Photoshop CS4, but I haven't been able to solve this problem.

    Normally you can freely select which ever area you wish to have cropped, but I want a specific aspect ratio to be constrained. So to do this I'll just type in the values in the "Width" and "Height" section on the menu bar (16x9 in this case), but in CS4 it automatically changes the values to pixel values. This seems fine, but once I actually go through with the crop, it makes my image 16x9 pixels large. This is definitely not what I want.

    Does anyone know how to make photoshop not do this? I'm pretty sure I recall placing my own aspect ratio in CS3 and not having the values turned into pixels.

    I just used the rectangular marquee tool in CS4 with the noted values below and it constrained it to 16x9. Then I cropped.
