Just sync a photo/jpeg over and then set that as wallpaper.

If you are talking about the home screen, there isn't a way. I think there may be a hacking way, but not sure. This would be a nice feature to have in the future if Apple would like to give it to us.

Wait. Do you mean behind the programs or when you hit the button and slide to unlock? there's a huge difference...the slide to unlock background can be anything in your photo library, search "iphone wallpapers" on google and you'll find a ton. Behind the actual programs on the main screen, that can only be done with a hack.

you must first download the app.installer in a hacked iphone .. then run it .. it will search the net through a wifi or edge connection .. a bunch of software (third party application) will appear .. choose the summerboard, download it ,then search a summerboard theme at the same place (i mean the app.installer) choose one an download it .. then some manipulation as i told you .. enjoy .... ( inside the summerboard you could choose your wallpaper that best suite your brain ... !!! the iphone .. is a grace from god !!!

    Customize wallpaper in iPhone

I was able to do this (I wanted to add "If found call..." information that would show without having to enter a passcode. I did this:

    1. put the preferred iPhone picture onto a powerpoint slide by "insert...picture"
    2. put a text box on top of the picture and enter the wording you'd like to include
    3. save the single slide power point presentation as "file...save as pictures" to someplace you can then import to iPhoto.
    4. import the picture into iPhoto
    5. drag the iPhoto picture into an album that syncs with your iPhone
    6. sync you iPhone and change the wallpaper in the "settings" app

Be sure to enlarge the picture adequately on iPhoto or crop it if it is saved and comes in too small to the iPhone.

This worked just fine and was straightforward once I realized you can save slides in powerpoint as pictures.
