Customizing Order of the Format Bar

I am trying to find a way to rearrange the Format Bar on Numbers, in iWork '09. I frequently use the "Fill" button, but I have many things on my screen at a time, so usually my window isn't wide enough to show the "Fill" button.

I would like to customize the Format Bar, so I can move the buttons I use more to the left side so they are always visible and I don't have to widen the window and hide other things I need to see.

can't do it.. you can only customize the toolbar and not the format bar.. can't even setup a keyboard shortcut for fill

You can move the Inspector button over in the toolbar and use Fill from the Graphic tab inside it.
