If you buy an app on Cydia, and then you wind up exchanging your iPad from 16 to 32 lets say.. then jailbreak the new one.. will your purchase still be valid for the new iPad?

Yes. The apps are tied to your login. I login with Google. I believe you can login with Facebook too.
Check it out. On the Cydia "Home" page tap on Manage Account.
