only thing i can think of is incorporate the effects like in the many photo editing apps available like black and white, safia, etc etc

You can already take HD photos if your iPhone 4 is on 4.1+

What more do you want, the iPhone to touch you every time you take a picture?

There are "several" camera mods to make it "better" depending on what exactly you want.

ya dorry i should have been more clear. i mean editing apps to add B&W and all that good stuff

There are already many good apps in the app store that do what you want. No reason for somebody do it in Cydia.

There are like a million free photo editing apps in the App Store that will allow you to edit the pics on your phone. One of the more basic ones is the Photoshop Express app.
