Is this because their servers are getting slammed right now or is it something wrong with my phone?
 
That is what we call server overload LOL

Try again later. The whole PLANET is trying to hit Cydia right now.
 
What's going on right now is like the jailbreak version of when the iPhone 3G came out and everyone on the planet bought one and they all tried to activate at the exact same time....server's are failing right and left...just keep trying, it eventually works.

Stupid question but Cydia doesn't partially install apps right? For example, this error occurs mainly on apps with dependencies. If all dependencies are not downloaded, it will not install any part of the app right?

If I am correct, everything in your queue is downloaded before anything even starts to install. If all the dependencies aren't downloaded, nothing happens, you just get a Return to Cydia message.
 
Seeing the same error.

Hopefully it will resolve itself soon. Either that, or I'll need to wake up in the middle of the night to download my apps! :D
