Cydia on iOS 9.0.1 without Jailbreaking ?

Christ I wouldn't be downloading that. They don't even know why people jailbreak their phones, I though most people do it to modify the phone and not get free apps and games. At least that is why I do it.

I would remove the link in your post.

No it prob isn't I guess you could compile a fake cydia, but anyways you would need access to root to get tweaks to work so no jailbreak no tweaks.

If you want a sandboxed cydia app then you can just either compile it in Xcode or use a chinese web store to get stuff like emulators.
