I can't seem to find much on the topic and I want to ensure its not only me.

I can't download my purchased apps since jailbroken my iPhone 6s. Anyone else?

New purchases in Cydia are currently disabled for devices running iOS 9. This is a standard procedure during the early days after a new jailbreak was released. Expect purchases on iOS 9 to be enabled by Saurik soon.

To allow the download of paid tweaks previously purchased make sure to sign in to Cydia with the same account as used formerly.
