You can do this with a couple automations in Shortcuts.
  • When Safari or Mail is opened -> Set appearance to light
  • When Safari or Mail is closed -> Set appearance to dark

  1. In the Shortcuts app, tap Automation, and create a new one.
  2. Select 'App' as the trigger.
  3. Select Mail and Safari for the apps; also select 'Is Opened' and 'Run Immediately'. (Leave 'Notify When Run' off.)
  4. Tap Next.
  5. Select 'New Blank Automation'.
  6. Search for the 'Set Appearance' action and add it.
  7. Set the action to 'Turn appearance Light'.
  8. Tap 'Done.
For the second automation, repeat the above steps, but use 'Is Closed' for step 3 and 'Turn appearance Dark' for step 7.
