When I switch applications using the command+tab shortcut, sometimes one application icon is darkened. What does that mean?

I don't know what triggers it and under what circumstances, but it's been happening for me since 10.5 and is still there in 10.6.6.
It happens for the app icon that happens to be under the mouse cursor when the app switcher is activated, but only if the mouse is moving upon activation.

I know that a restart of the Dock process takes away the ”problem”, but only until it starts happening again.
