Data not working with EDGE

I have a 16gig white iPhone 3G. In my apartment I can only get Edge service. For about 2 or 3 days I've been completely unable to get data if it's on edge only. I get a message saying "could not activate cellular data network." That also means no voicemail or email. Has anyone else experienced this? Is this an AT&T problem or an iPhone problem?
