Data works, I can call 911, but no bars or calls

I have restarted the phone, turned airplane mode off and on, reset network settings, clean installed the ios, replaced the chip, everything.
I can receive texts, use the internet, get mail and do everything except make a voice call. It is maddening.
Even more strange, I can call 911. The instant that I try to make a call, it fails. Strange....

Iphone 6s plus IOS 10.2.1

Any ideas would be much appreciated.

Looks like you may need to take a trip to your local Apple store as it seems the piece of hardware that makes calls is malfunctioning. I would suggest trying another SIM first and seeing if it makes any difference before you do so though (might be the SIM).

Have you checked with your provider that there is no outage of any sort and your account is in good standing? Even if you can't call - most providers have online chat features.

Happened to a friend - and it was to make him contact them to discuss billing arrangements since he wasn't returning their messages.

Try resetting the network settings.

Settings app -> general -> reset -> reset network settings
