In MacOS versions previous to Ventura, you were able to change the Short/Medium/Long/Full versions of dates and times displayed. This let me do things like making the format of Screenshot files include the timezone:

With the change to the (medium, I think) version: Screenshot 2022-10-27 at 10.53.04 AM GMT-7.png

This also let me see the timezone in the date/time in Apple Photos too.

Seems like they moved/removed this feature in Ventura, anyone happen to know if there's a way to set this? Maybe edit a plist somewhere?

Finally!
I already posted this 2 times,, but no one seems to mis the feature.
I find it simply ridiculous...
Why on Earth would Apple remove this feature?

The System Settings app is major ground up rewrite, and still immature. I hope it exposes more functionality in the future. and consider it a work in progress. Maybe a developer will write a small app to manage settings like you want.

If you are a Keyboard Maestro user you can easily overcome this limitation by using the "Insert Date" action and changing the default formatting to:

%ICUDateTime%MM.dd.yy%

This will yield a date of:

12.02.22

Modify, if you wish, to make it a four-digit date along the lines of:

%ICUDateTime%MM.dd.yyyy%

Which will yield today's date as:

12.02.2022
