Date & Time preferences - am/pm

I'd like to be able to have the time in the menu bar displayed with an am/pm at the end but the "Show AM/PM" tick box in the preference pane is always 'greyed out'. Any suggestions?
 
Currently it's 24-hour digital. Changing the 24-hour preference has no effect on the am/pm box and moving to analog greys out all the boxes.
 
From what I'm seeing in the Apple forums, a lot of people are seeing this same problem. A possible fix is to go into System Prefs. then International, then select the Formats tab. In the Times section, click on Customize, then drag the PM blob (blue object) to the end of the line above if it is not already present.
