Is the new ipod touch available at the APPLE STORE in Washington DC?
Does anyone know?

The Columbia, MD store had them yesterday. I can't imagine any reason why the DC store wouldn't have them, but you could always call the store and ask if you're concerned about wasting a trip. 🙂
