So you are saying Apple is lying when you can download them from the app store?
Going to the App Store is how you "re-install" or "un-hide" them; you aren't actually downloading them.

Also, considering the following:
  • Notice how the App Store doesn't list the app sizes for the built-in apps. (ex. You'll see that no size is listed for Apple Maps, but is listed for Apple Sports.) Why? Because "downloading" them doesn't take up any space.
  • Delete several apps and check your storage usage; it doesn't change.
  • "Re-download" those deleted apps; the download is super quick compared to an actual app that needs to be downloaded.
  • You cannot offload the built-in apps even though you can "delete" them? Why? Because they aren't actually deleted to gain space, so it doesn't make sense to give the option to offload them.
But yes... I agree, they could do something similar in macOS to give us the ability to hide them.
