All Devices Default 2nd Alert Time in Calendar?

I used to have a default second alert time in Calendar. My first default time was 1 hour before the event and my second default time was at the time of event.
I don't see a way to set a second default anymore. Did they remove this at some point?
I can still add a second alert time but it now has to be done as I'm creating the event.

I am stuck on this too. I know there is a setting but I can't figure it out. There is a way to make second alert a choice.

Second alert is there and can be set for each event, there just isn't a default global value and setting for it (not sure that was there before either, going by various articles from iOS 11 or even earlier days, like https://www.idownloadblog.com/2018/06/26/change-create-iphone-calendar-alerts/).
