Ok, I could have sworn that Mail app in iOS can open PDFs natively and not rely on a third party app on the iPhone or am I mistaken?

Right now, I can't view it in the native viewer by tapping on the PDF attachment. Instead, I get Actions panel where I have to select another app to open the PDF.
 
Sound like a bug. I just tried it and mine opened in a 'view' mode directly in the Mail app. I'd report.

i have the same problem (and reported it). It’s not only the case for mail but basically for all apps. Did you find a way to solve the problem?
 
I still have the same problem on iOS 13.1 to which I just updated. Anyone else having the same problem and maybe even found a fix?
