Is it hooked up to an HDMI port on the TV? The issue is when it's hooked up to a DVI port on the monitor
Both ways. I hooked up the 2018 Mini straight to my Samsung HDTV via HDMI, no problems. Then I hooked up the Mini to my Dell monitor to the DVI port using the Apple supplied HDMI to DVI dongle that came with my 2012 Mini. Screen stays up with the Apple logo both ways until the password screen shows up.

Now, the Mini shipped with 10.14.5 and I did not update it to 14.6 because I plan on installing Catalina as soon as it's released. Is this problem perhaps related to 10.14.6?
 
I read online that many people had problem with the latest update but I'm not sure which version it came with as there were updates available for a few things and I did it right away.
In any case it works fine using the DVI to USB-C cable which takes up one port but so far I only have the monitor and printer hooked up to USB-C. I don't know if I'm missing anything by not using the HDMI port.
I do feel better with my new Mini in that it has 16Mb RAM, even with the i3 chip it's very fast. All I really do is go online anyway
